I just bought a new Toro lawn mower (recycler type) from Home Depot last year in June. It ran great all last year but this year after changing the oil, adding fresh fuel and starting it up it spits and idles up and down.

If you added fresh fuel it sounds like you may not have properly stored your mower for the winter season. If so you may have to remove all the fuel and then remove the carburetor, disassemble it and clean it.You can first try adding a product like Sea Foam or something similar to fresh fuel and let it run. Fuel system may be dirty, or the air filter is dirty.
I once had this problem and found out that when I was working on the mower I popped a small spring off that goes to the idle control. Look on the side of mower where the carb is and see if you see a small spring attached to an arm if not then this might be the problem.
