Whats better. Which one cuts grass more efficiently. Does one have a better effect on your lawn than the other?

Do you mean a reel lawn mower versus a rotary, or a gas lawn mower versus a push mower?
A reel lawn mower cuts more precisely and they use them for meticulously cutting lawns for like sporting events (football fields, baseball fields, golf courses, etc.). A reel lawn mower cuts better and does less damage to the grass. But, it’s a lot more expensive and harder to maintain. You have to sharpen all those blades often, because the cutting action is like scissors. A rotary mower is a cruder cutting device (it’s like a spinning knife) and it’s easier to sharpen the 10-inch or so cutting surfaces of the rotary blade.

Any lawn mower will get the job done but it’s a matter of ease of mowing. If by “reel” you mean an old rotary blade, no one I know has used this type of mower (is it still available?) for 30 plus years or longer. Gas or electric mowers are so efficient and easy to use. Most are self propelled so you just need to guide them. The job is done quicker and easier. Who wants to spend more time mowing or worse, make it harder?
Have you ever used a reel lawn mower? It’s very laborious to push around. Even more so if your lawn has any size to it at all or has unevern grass that’s thicker in some places then others or has any hilliness to it. Gas would be more efficient–especially a nice self-propelled model. If you want to go green, get an electric lawn mower. Black & Decker makes a model with a power pack you recharge by plugging it in, so you don’t have to mow with a long extension cord. (We have one we use with an extension cord and it cuts just as effectively as a gas more and more quietly.)
There is only one big draw back to reel mowers. Finding someone who really knows how to keep them sharp and properly adjusted.
By the way it is possible to find gas powered reel type mowers. See below:
